Obama sidesteps Congress curb methane emissions

Christian Science Monitor: The administration's latest effort to curb domestic climate change contributions sidesteps Congress but promises friendly cooperation with the industries most responsible for methane emissions. It is part of the long-term executive Climate Action Plan (CAP) announced last June.
