Hawaii News: The Board of Land and Natural Resources has approved emergency rules limiting access to Mauna Kea. ORIGINAL STORY: The state's Board of Land and Natural Resources is scheduled to hear testimony on an emergency rule that would limit access to Mauna Kea.
